Kabinet Schoof is nu demissionair, zo gaat het verder
Premier Schoof heeft het ontslag van zijn kabinet aangeboden aan koning Willem-Alexander. Daarmee is de val van zijn kabinet een feit. De val hing vanochtend al in de lucht toen PVV-leider Wilders zijn vertrek uit de coalitie bekendmaakte uit onvrede over het asielbeleid, dat volgens hem niet streng genoeg was.
De grootste partij van de Tweede Kamer trok daarmee de stekker uit het kabinet, dat begin juli vorig jaar werd beëdigd. Even werd er nog door NSC en BBB gespeculeerd op een doorstart van het kabinet. Deze partijen staan er slecht voor in de peilingen en vrezen een afstraffing bij nieuwe verkiezingen. Maar van een doorstart kwam het dus niet.
Nu Schoof het ontslag heeft aangeboden aan de koning, is het kabinet officieel demissionair. Dat houdt in dat ministers en staatssecretarissen vooral lopende zaken afhandelen. In een demissionaire periode komt een kabinet doorgaans niet met nieuw beleid. De bewindspersonen passen zogezegd op de winkel.
Vanochtend leek het denkbaar dat een aantal PVV'ers met wat afstand tot de partij toch wilde aanblijven. Hierbij werden de namen genoemd van minister Beljaarts van Economische Zaken en staatssecretaris Coenradie van Justitie en Veiligheid. Maar in de spoedministerraad vanmiddag is besloten dat ook zij uit het kabinet stappen. De portefeuilles van de PVV-bewindslieden worden verdeeld onder de overgebleven coalitiepartijen: VVD, NSC en BBB.
'Nederland demissionair dienst bewijzen'
Op de vraag of belangrijke zaken als het stikstofbeleid nu komen stil te liggen, zegt demissionair premier Schoof dat dit wat hem betreft niet zal gebeuren. Hij noemde veiligheid, economie, het woningtekort en greep krijgen op migratie belangrijke thema's. "Die vragen om daadkracht en niet om uitstel."
Schoof zegt dat zijn demissionaire kabinet er alles aan zal doen om besluiten te nemen die nodig zijn. "We zullen alles op alles zetten binnen de ruimte die de Kamer biedt om meerderheden te zoeken. We verwachten dat we Nederland ook demissionair een dienst kunnen bewijzen."
Hij verwijst naar de Tweede Kamer, omdat het aan het parlement is om een lijst op te stellen met zogenoemde controversiële onderwerpen. Op die lijst staan onderwerpen die in principe niet meer op de Kameragenda worden gezet en dus niet meer worden behandeld tot er een nieuw kabinet aantreedt.
Die lijst kan wél veranderen: commissies en fracties kunnen nieuwe onderwerpen voordragen of voorstellen om controversieel verklaarde onderwerpen van de lijst te halen. Spoedeisende zaken kunnen dan alsnog worden ingebracht voor stemming.
Asiel, defensie en zorg
Na de val van het kabinet Rutte-IV werden er relatief weinig onderwerpen als te gevoelig bestempeld. Dat gold wél voor bezuinigingen op de ouderenzorg, plannen voor de acute zorg en de versoepeling van het bindend studieadvies.
Hoewel het kabinet-Schoof is gevallen op het asielbeleid, is het nog maar de vraag of dat thema controversieel wordt verklaard. Veel partijen zijn het erover eens dat er op dat vlak haast moet worden gemaakt.
Het is verder de vraag of er besluiten kunnen worden genomen op het gebied van stikstof, woningbouw en bezuinigingen op de zorg. Opvallend is dat minister Keijzer van Volkshuisvesting vanmiddag al, voor de val van het kabinet, besloot om haar plan in te trekken voor het bevriezen van de sociale huren voor twee jaar.
Daarnaast zal de Kamer vaststellen dat sommige zaken zo urgent zijn dat behandeling daarvan niet kan wachten tot er een nieuw kabinet zit. Het is aannemelijk dat de mogelijke verhoging van de defensieuitgaven (de NAVO-norm) niet controversieel zal worden verklaard; de meeste partijen in de Tweede Kamer vinden hogere defensie-uitgaven noodzakelijk.
Zoeken naar verkiezingsdatum
Het demissionaire kabinet zal hoogstwaarschijnlijk nog maanden blijven zitten, in afwachting van verkiezingen en de daaropvolgende vorming van een nieuwe coalitie. De vorige keer zat er nagenoeg een jaar tussen de val van kabinet Rutte-IV en de beëdiging van het kabinet Schoof. In augustus zullen de demissionaire ministers moeten onderhandelen over de begroting voor Prinsjesdag. Dat was ook al zo bij de demissionaire kabinetten Rutte-III en Rutte-IV.
Intussen moet de Kiesraad een geschikte datum vaststellen voor de Tweede Kamerverkiezingen. Het wordt in ieder geval na het zomerreces.
Bij het vaststellen van een datum moet onder meer rekening worden gehouden met de uitvoerbaarheid: zo moeten gemeenten genoeg tijd hebben om bijvoorbeeld stembureaus te organiseren en vrijwilligers te vinden. Dat maakt het zeer aannemelijk dat de kiezers pas ergens dit najaar hun stem kunnen uitbrengen.
Morgen legt demissionair premier Schoof in de Tweede Kamer een verklaring af over de val van het kabinet en de gevolgen. Die verklaring staat om 10.15 uur op de agenda.

A fascinating though about WOT on #nostr
For this who have been active here for a while, we have had series of bot spam attacks. As a result, the rise of WOT relays, client side filtering, purgatory by nostrband etc sprung up.
With new spam attacks, OGs are less bothered because they easily have the tools to combat and can easily communicate to other members of their Web of trust. To an outsider, this would seem insane because it would appear as a bot infested platform.
So in a way, looking at the bright side, the frequent unslaught of bots could be a good thing. They act as a protective barrier to the network. Doesn't help with onboarding new users though. But the greatest benefit is the improved decentralized web of trust in an internet that is increasingly becoming centralized as a result of AI slop and attention grabbing distractions.

Busy week on my side.
Gutter and fascia repair on my brother's house. Baited, trapped, and migrated a large opposum that got into one of our cellar basements. Pruning some way overgrown trees. Patching some bird holes on the house.
Not all progress is pretty and worth posting. I'm trying not to make this nostr feed a journal, but in the future I'll enjoy looking at my own timeline.
I've got a goal to start taking more photos to pair with notes like these.

An all new pure-Dart APK parser library will be integrated in zapstore-cli and gearing up for releasing 0.2.0 final.
(This same library will be used in the Zapstore app, so developers will also be able to publish from there - and sign with Amber - the fifth supported signing method for developers).
zapstore-cli is being fine tuned to power the intense indexing job as well. It's faster than ever.
The new models Dart library, with its Purplebase implementation I'm wrapping up, is the cornerstone of the revamped Zapstore app - social features will be a breeze to implement, so expect those too.
Also: Relay selection (with it, you can remove non-dev signed apps easily), Blossom server and DVM provider selection. Unattended updates coming as well.
All while migrating to the revised/updated Software Applications NIP spec and new relays/Blossom server with no downtime.
All this will be coming together in the next 1-2 months.
