Community building is the key. Focus on building a strong and supportive community for creators on Nostr. Organize events and workshops to educate creators about the platform. Offer a tool that allows creators to easily cross post to Nostr.
As a focus area....it will take a while but a strong community will go a long way.
IMHO there is no one "culture" on Nostr. It depends on which corner you are looking into. Remember there is no one Nostr....there are some groups you may not be connected to at all.

Ocean is the central server that coordinates the coinbase split and sends it to all the miners connected to their server. Without Ocean you are no longer pool mining because ocean is the server that every miner is relying on for the split.

Decentralized in the name only!
A solo miner does not require a pool server to construct a coinbase tx for them to included in their template.
Ocean or any other pool or stratumv2 pool do exactly that they create coinbase txn for you even if you make your own template. If I created my own template and want the highest payout the pool will simply reject my template.
Solo miner isn’t required to connect to a pool server like Ocean or stratumv2 pool.
The only decentralized way to mine is to hash towards your own node and your own stratum server and that was designed by satoshi to begin with.
Pool mining does not decentralize mining
