2025-05-12 23:22:28maybe this helps: the question is not, how much bitcoin settles on-chain at any time t? the question is, if I want to send an on-chain transaction right now at time t, how much will it cost and how assured can I be it will settle? and once you start asking it like this you will see that there is not any sort of security budget issue or empty blocks issue, complete nonstarters
