Here's an analogy ..
I'm paraphrasing, but some people have referred to inscriptions as like sitting on the grass in a public park, or pissing in a pool. Worth noting that shitting on the grass in this case gets mashed into the ground and is always there in perpetuity.
Removing the OP_RETURN limit is like installing multiple portajohns at the park. Nobody really likes portajohns, except when you're desperate it's better than nothing. More portajohns mean more shit.
It's not guaranteed to stop people from shitting on the grass, and other people who weren't shitting on the grass may come into the park and take a shit (on the grass or in a portajohn). But at least the portajohns can be emptied (pruned)
Another option for dealing with people shitting in the park is installing an inspection force that examines people coming in. Making sure they aren't going to shit on the ground. Limiting what people can bring with them. Not allowing people to wear similar looking clothing to mask their identity. No new types of balls or toys. Only 1 soccer ball or Frisbee because these are known not to contain other objects inside that could be left behind. No BBQ grills, no blankets, food, drink, etc because consuming food would risk someone needing to shit in the park. The community would have to come to consensus on this change due to the new limits that would be imposed.
In summary..
1) do nothing. Tragedy of the commons means more and more shitting on the ground in the park
2) install portions (remove op_return limits). Acknowledges people are going to shit, but provide a way to shit that allows some cleanup
3) park gatekeepers - prevent all shit. New hard or soft fork that changes what's allowed as new TX going forward
