Filters are there for a technical reason, it's not about "morality". Just like your email spam filter protects you from unwanted emails. The fact that spammers and shitcoiners are taking advantage of the segregated witness doesn't mean we need to get rid of filters. On the contrary, we need to make them stricter.
Of course people will keep spamming, but we can't make it so easy for them only because they are "willing to pay". This only helps big miners that are bypassing standard transactions and bloating the mempool with jpegs. If enough nodes push back, those non-standard transactions will create orphan blocks and they will lose their incentives.
This is a great opportunity to take back the power from a few economic nodes imposing their rules and give back the power to small nodes as it was initially intended.
