Putin has openly suggested resuming the talks in Turkey — the same negotiations Ukraine pulled out of back in 2022, hoping instead to push back Russian advances in the east. On the surface, it might seem like trolling, but inside Russia, those earlier negotiations were largely viewed as a sign of weakness, and the documents that were initialed at the time left many puzzled.
From a public image standpoint, this kind of trolling is unlikely to be received positively in Russia.
