Of course Kristi Noem is not the brightest light in the sky, but I still have two remarks to add here:
They are banning Harvard's ability to enroll foreign students. Israeli students will also be banned to enroll and probably existing students will be deported. So you fight antisemitism with antisemitism?
Regarding the claim of Harvard coordinating with the CCP. The Chinese will be very happy that part of their best students will not go to study at Harvard anymore and probably just study at home at one of their formidable universities.
