Normalizing the use of nuclear weapons is a possible strategic gambit to prevent nuclear apocalypse.
Someone uses a nuke for seemingly no good reason, risking the end of the world. The retaliation is just another single nuke instead of the end of the world. This starts to contradict the military's psychological programming saying "we end the world if anyone uses nukes because anyone using nukes will end the world anyway."
So, with that contradicted, now the new view would be "whoever has no nukes is a slave to whoever has nukes, and whoever has nukes is in constant negotiation with fellow nuke-havers to make whatever agreements lead to the least nukes going off."
Thus we would no longer be at so much risk of blowing up the planet in a chain reaction one day, but we would still be dealing with the fact that this kind of warfare will potentially end the world in the long run, because we still don't know how we're convincing the nuke-havers to denuclearize, and planet Earth might not even be able to take a small amount of nuclear war for too many years.
