I suppose, but that's why I just don't use it as part of a salutation. I think the actual reason probably is that most people view it simply as an extended weekend. I'd be curious to know how many people even know what the holiday is for.
In a weird way, maybe it's good that few people are mourning the loss of soldiers. It's one thing to remember them historically, but another to actually mourn people you've lost. I'm glad we don't currently have tons of people dying in wars (US). Or at least not enough that most people are actually in mourning on Memorial day.
It's probably just a misunderstood holiday. In fairness, most celebrate something.
