I did the same thing a few years back, but I just bought white-label Chinese "[brand]-compatible" boards, spot-welded pack of second-hand 18650s, built a charger, and put just enough tape over these batteries that they sticks together.
I did charge it on the concrete the first few times, but soon stopped bothering. When the battery is "caseless", you can easily feel if one of the cells is a "heater" when you first put them on charge. Pull and replace.
