I think the biggest problem with Core is that they’re removing multiple things at once with the PR.
The number of op_returns on outputs,
The size of the op_returns, and the configuration to change what size op_return your node accepts.
And you have to remember that L2’s and L3’s don’t exist without L1. If the fees get artificially pushed higher because space for transactional data is artificially lowered, the fee problem will just get extended to layer two and layer three to meet the artificial demand.
Not to mention, it does create a larger overhead for new nodes because of an increased UTXO set. You run into physical limitations like more CPU and RAM needed to sync and maintain state
