It's worth remembering that OP_RETURN doesn't actually bloat the utxo set. If we could get the spammers to use it instead of bloating the utxo set by capitalizing on the segwit discount, we likely should consider doing so. But that'd involve a change to consensus rules given how the segwith discount currently works.
Not to defend a removal of the limit on OP_RETURN. Or rather, the enforced non-limit. My node, my mempool policy. If core devs don't like it, they can expect to lose market share, and hopefully, expect more would be devs to consider alternative projects.
