This is not true regarding nostr:npub12vkcxr0luzwp8e673v29eqjhrr7p9vqq8asav85swaepclllj09sylpugg.
Primal supports certain highlights https://github.com/nostrability/nostrability/issues/61 like long form highlights.
Primal (web) does not yet support quotes/annotations of online webpages (e.g. generated by ios damus), pdf annotations (generated by lantern chrome extension).
Looking forward to Primal adding support for these forms of highlights, as Primal enjoyers can then read, and also bring select content from any website, and online PDF to nostr for discussion!
