Yes and no.
There are a lot of reasons you might want to make a kind 30000 list, and not all of them would be helpful for other users looking for quality folks to follow. Kind 30000 is, while not quite private (though that is possible), intended primarily for your own use in creating separate feeds built from each list of npubs.
By contrast, follow packs are intended for assisting other users, particularly new users, with finding people to follow.
Say you refer a new user to Nostr and the client they use has follow packs integrated into the onboarding flow. That user could enter your NIP-05 saying that you referred them and the client would then show the user suggested follow packs that you and your web-of-trust have created, but it would not show the new user all of your kind 30000 lists that may not be relevant to them.
Kind 30000 = Separate lists of people for your own use.
Follow Packs = Users you are recommending other people follow.
