That is not a clean argument.
Govs can track, surveil, value and devalue all Bitcoins at the same time. Just like anybody else. But they cannot control spends.
If the CBDC's main goal is to control, more specifically targeted control of the transaction or its specific value, if Tether starts blocking specific accounts or transactions, does it become a CBDC?
I don't think so.
The main goals of a CBDC are automated conditional spending, heterogeneous price controls and money-native gov rev-share models.
