Based on the breakdown I just got from Grok, it looks like the state government and municipalities are focused on making fossil fuel systems unavailable instead of focusing on making fossil fuel generated power systems unnecessary. That's sucks. Primary causes provided are:

Looks like the option for installing solar/battery systems are in place, which would help if you can afford to do the installation. Of course they're making it as complicated and red tape wrapped as possible, but that's true everywhere in the US.
