Three out of every four Brazilians who bet online in 2025 used illegal bets. This is what a survey by the Locomotiva Institute, conducted between April and May this year, with 2,000 interviews, shows. The study also shows that 77% of those who bet on illegal platforms this year concentrated most or all of their spending on the illegal market - since October 2024, only authorized bets by the government can operate in Brazil. The study was presented on Thursday, May 12, at an event at the IBJR headquarters in São Paulo. Participants included Fernando Vieira, executive president of IBJR; Carlos Manuel Baigorri, president of Anatel; Giovanni Rocco, national secretary of Sports Bets at the Ministry of Sports; and Federal Deputy Caio Viana, president of the Sub-Committee on Regulation of Sports Bets at the Sports Commission. The survey served as the basis for an economic study by the LCA consulting firm, which estimates that between 41% and 51% of the sports betting market in Brazil is illegal. The illegal market alone moved R$ 6.6 billion to R$ 9.9 billion in the quarter between February and April 2025. In a year, this volume could reach R$ 40 billion, equivalent to the regulated market, estimated at R$ 38 billion. With a tax rate estimated at 27%, the fiscal evasion caused by illegal platforms could reach up to R$ 10.8 billion per year. In just three months, the Union left out R$ 1.8 billion to R$ 2.7 billion, according to LCA estimates. The use of illegal bets is higher among young people aged 18 to 29 (83%) and in the Center-West region (82%). Incidence also increases among people with lower income and education, a more vulnerable public due to the absence of protection mechanisms offered by regulated platforms, such as facial recognition, loss limits, and risk behavior alerts. The survey also shows that 73% of bettors admitted to using at least one of the main unauthorized brands. Additionally, 46% have already deposited money on sites that were later found to be fake or irregular. Most (78%) report difficulty identifying whether a platform is legal, and 72% admit not always verifying the necessary information to ensure the legality of the service.
