Yeah it's seemingly everywhere there's a civilization, yet 99% of the time genital mutilation is brought up it's about the third world doing it to women. The only way to further ban FGM would be to colonize the third world, which tends not to go very smoothly without a genocide first, so it's kind of impractical to hyperfixate on imo. It's definitely important to defend the zeitgeist on it though, but that's again mostly just exiling/killing third worlders and their cultures.
