since 18 months it was announced that the old node will be shut down and people have to move to Alby Hub. We want people in control.
The shutdown was scheduled for January 2025 and has also been widely discussed here. Most users also did it.
Dormant users have now the last chance to go through support as you see in those screenshots.
how would you shutdown a system and contact users who do not react on countless private and public warnings?

It's checked against an organisational domain server, like an e-mail server, rather than a list of npubs. Npubs who show up with a particular domain get categorized for everyone looking at the client, and the community client defines which domains are significant. You could even change the interface depending upon which domain they belong to. It's a group adherance.
Badges are for roles. They signify something about some particular person, within a community or across communities.
You can use either for both, or split them up.

According to the UN Office for the Coordination of Humanitarian Affairs (OCHA), between the end of Israel's total blockade on May 18 and June 11, between 320 and 340 Palestinians were killed while seeking food at humanitarian aid centers run by the FHG (Gaza Humanitarian Foundation), an organization supported by the US and Israel, which has been criticized by international organizations for its restricted activities in the Palestinian territory. "This is again the result of another food distribution initiative," said Thanos Gargavanis, a trauma surgeon with the World Health Organization (WHO). He added that in recent days, most reported injuries were caused by gunfire. "There is a constant correlation between the location of the four announced food distribution locations and the incidents with a large number of victims," Gargavanis declared. The food crisis in Gaza is alarming. Although Israel has suspended its 11-week total blockade of supplies, humanitarian organizations say that resources continue to be insufficient to meet the growing demand.
