Van Weel: vanaf nu veel meer Syriërs terug naar Syrië
Syrië kan voor veel meer Syriërs veilig verklaard worden om naartoe terug te keren. Voor alle lopende aanvragen van Syriërs en nieuwe Syriërs die zich in Nederland melden, kan het zogeheten 'nieuwe landen-beleid' worden ingevoerd. Dat schrijft demissionair minister Van Weel in een brief aan de Tweede Kamer.
Tegen de NOS zegt Van Weel dat het nu minder gevaarlijk is om mensen terug te sturen. "Door de val van het regime van Assad kan het voorheen algemene uitgangspunt van beleid dat Syriërs een reëel risico op ernstige schade lopen bij terugkeer worden verlaten", staat in de brief.
Alle Syriërs die zich vanaf nu melden, krijgen met dit nieuwe landen-beleid van het kabinet te maken. Vanwege de situatie in Syrië is een deel van de aanvragen hier tijdelijk bevroren. Ook deze lopende aanvragen vallen nu onder het nieuwe beleid. Het gaat om ongeveer 17.000 aanvragen.
Moment van besluit
Van Weel zegt dat zijn brief is gebaseerd op een ambtsbericht van Buitenlandse Zaken over de situatie in het land. Dat ambtsbericht lag er al even, maar Van Weel heeft als vervanger van minister Faber tijdelijk ook Asiel en Migratie onder zijn hoede en vond het vandaag "het moment om het besluit naar buiten te brengen".
De post van minister van Asiel en Migratie is nog niet definitief vervuld. Sinds de val van het kabinet en het vertrek van Faber ruziën de drie partijen over de invulling van de vacature.
VVD en BBB azen allebei op de oude baan van de PVV-minister. De VVD is niet van plan de functie aan de kleinste regeringspartij te geven, tot irritatie van BBB-leider Van der Plas, die minister Keijzer op het oog heeft als vervanger. BBB stelt nu voor om de portefeuille te verdelen onder drie ministers, elk afkomstig van een van de coalitiepartijen: Van Weel (VVD), Van Hijum (NSC) en Keijzer (BBB).
Uitzonderingen
Van Weel schrijft dat alleen Syriërs die kunnen aantonen dat er in hun geval nog risico verhogende omstandigheden zijn, nog in aanmerking komen voor een asielprocedure. Het gaat dan om reële risico's op schade en geweld bij terugkeer. Van Weel noemt daarbij de lhbti-gemeenschap, maar benadrukt ook dat de IND uiteindelijk een individueel oordeel geeft.
Voor statushouders die al een tijdelijke verblijfsvergunning hebben, zal het lastiger worden om aan te tonen dat mensen zonder gevaar voor langere tijd naar Syrië kunnen terugkeren. Vooralsnog kiest het kabinet er nu niet voor om hen terug te sturen.
Van Weel schrijft ook dat er financiële ondersteuning komt voor terugkeerders: ruim 800 euro voor de eerste dagen tot maximaal 2000 euro ondersteuning, maar dan in natura in de vorm van een opleiding of bij het opstarten van een bedrijf. In 2026 zal het kabinet de situatie opnieuw bekijken.
