Following large-scale ICE raids in Los Angeles, demonstrators have taken to the streets in scenes of escalating chaos—blocking freeways, torching vehicles, and launching attacks on federal personnel.
President Trump, responding to the disorder, invoked Title 10 of the U.S. Code to federalize the National Guard, bypassing state command. U.S. Marines were placed on standby.
The media’s reaction was immediate and predictable. Pundits framed the action as a dangerous escalation. Politicians called it a constitutional crisis. Commentators warned of fascism.
But none of this is new. This is not unprecedented. It’s history repeating itself.
Setting the Record Straight
The United States has a long and well-documented history of using federal troops to quell domestic unrest. This is not a political invention. It’s part of the legal framework passed down through generations and codified in the Insurrection Act of 1807.
The President has both the authority and the responsibility to act when states lose control of public order. That’s exactly what the law is for—and exactly what President Trump has done in California.
The Legal Authority: The Insurrection Act
The Insurrection Act gives the President power to deploy military forces—either the National Guard under federal control (Title 10) or active-duty troops—to restore order in cases of rebellion, insurrection, or domestic violence where state authorities are overwhelmed or unwilling to act.
It has been invoked many times in U.S. history. And contrary to media spin, it has been used bipartisanly and lawfully—by presidents from both political parties and in a wide range of crises.
Historical Precedents of Military Use in Civil Unrest
1957 – President Dwight D. Eisenhower sent the 101st Airborne Division to Little Rock, Arkansas, to enforce federal desegregation rulings and protect Black students from violent mobs defying court orders.
1960s – Presidents John F. Kennedy and Lyndon B. Johnson repeatedly used federal troops to enforce civil rights rulings across the South, especially when governors refused to uphold federal law.
1968 – Following the assassination of Dr. Martin Luther King Jr., Johnson deployed federal troops to cities across the country to contain widespread riots, looting, and arson.
In each of these cases, the deployments were disruptive, even controversial. But they were never considered tyrannical. They were seen as decisive, lawful action in moments of national disorder.
The 1992 Los Angeles Riots: Clear Precedent
Perhaps the most direct historical parallel to the present situation is the 1992 Los Angeles Riots. After four LAPD officers were acquitted in the brutal beating of Rodney King, Los Angeles descended into chaos. Rioters set fires, looted businesses, attacked civilians, and overwhelmed police.
Governor Pete Wilson activated the California National Guard, but it wasn’t enough.
President George H. W. Bush responded by invoking the Insurrection Act and deploying more than 3,500 federal troops, including units from the U.S. Army’s 7th Infantry Division and the 1st Marine Division.

Now, over three decades later, California is once again in crisis. ICE raids across Los Angeles have triggered a new wave of protest, escalating quickly into violence. Protesters are attacking federal buildings, torching cars, and blocking critical infrastructure.
President Trump, invoking Title 10, has federalized the National Guard to assist in restoring order. He has placed the Marines on alert. He is using the exact powers President Bush used in 1992, in an almost identical context.
But this time, the media is framing it as a national emergency—not because of the riots, but because of the response.
Debunking the “Unprecedented” Claim
Let’s compare the facts side by side:
Trigger Event:
In 1992, the riots were sparked by the Rodney King verdict.
In 2025, the unrest followed ICE raids and escalated into violent street protests.
State Response:
In 1992, California Governor Pete Wilson deployed the National Guard under state control.
In 2025, President Trump federalized the Guard under Title 10 authority after the state failed to act decisively.
Federal Action:
In 1992, Bush invoked the Insurrection Act and sent over 3,500 troops from the U.S. Army and Marine Corps.
