Suriname naar de stembus: zorgen om armoede, hoop door olie
Suriname gaat vandaag naar de stembus. Vierhonderdduizend Surinamers mogen stemmen voor een nieuw parlement.
Het is voor het eerst in 45 jaar dat Desi Bouterse geen rol meer speelt; de oud-president en voormalig legerleider overleed eind december. Zijn opvolger als leider van de NPD is de 71-jarige Jennifer (Jenny) Simons, oud-arts en voormalig voorzitter van het parlement.
Volgens de opiniepeilingen maken de VHP van president Chan Santokhi (66) en de NDP van Simons kans om de grootste partij te worden. Daarmee kan Simons mogelijk de eerste vrouwelijke president van Suriname worden.
Olievondsten
Belangrijke thema's zijn de toegenomen armoede en de grote problemen in de gezondheidszorg en het onderwijs. Tegelijk zijn er hoopvolle toekomstverwachtingen vanwege grote olievondsten voor de kust van Suriname.
De verwachting is dat in 2028 begonnen wordt met het oppompen van deze olie - naar schatting 750 miljoen vaten. Suriname zou hier in totaal tussen de 14 en 26 miljard euro aan kunnen verdienen.
Politici hebben er veel voor over om in het machtscentrum te komen, want de regering die nu aantreedt zal de verantwoordelijkheid hebben voor de besteding van de oliedollars.
Tijdens de campagnes deden de partijen mooie beloftes over de besteding van de oliegelden. Maar bij veel kiezers is er wantrouwen, gezien de omvangrijke corruptie en vriendjespolitiek.
Economische crisis
President Santokhi richtte zich in zijn campagne vooral op de betere tijden die Suriname te wachten staan dankzij de oliewinning. Toen hij vijf jaar geleden Bouterse opvolgde als president was Suriname praktisch failliet met een staatsschuld van 4 miljard dollar.
Om uit de problemen te komen, ging hij in zee met het Internationaal Monetair Fonds. Daardoor moest er fors bezuinigd worden, en overheidssubsidies op bijvoorbeeld elektriciteit en brandstof werden teruggeschroefd. De koopkracht daalde en veel mensen vervielen tot armoede.
Intussen maakte ook Santokhi's regering zich schuldig aan vriendjespolitiek.
Hoop op verandering
Veel Surinamers hopen op verandering. Een partij die daarvan zou kunnen profiteren, is de Nationale Partij Suriname (NPS). Deze partij bestaat al sinds 1946 en staat onder leiding van Gregory Rusland. Aanvankelijk zat de NPS in de regering van Santokhi, maar ze stapte er in 2023 uit. Volgens peilingen zou dit de derde partij kunnen worden.
De president wordt met een tweedere meerderheid in het parlement gekozen, oftewel 34 van de 51 zetels. De kans dat één partij dit aantal haalt, is minimaal; partijen zullen na de verkiezingsuitslag dus coalities moeten smeden.
Elke stem gelijk
Opvallend bij deze verkiezingen is ook dat er een nieuw kiesstelsel is. Voorheen had Suriname een districtenstelsel, waardoor partijen in het dunbevolkte binnenland minder stemmen nodig hadden voor een zetel.
Hierdoor kon ex-Junglecommandoleider en eigenaar van diverse goudmijnen Ronny Brunswijk snel politiek carrière maken toen hij zijn politieke partij ABOP startte. Hij richtte zich vooral op zijn achterban in het binnenland.
Bij deze verkiezingen telt elke uitgebrachte stem even zwaar. De verwachting is dat de ABOP van Brunswijk- die nu meeregeert en negen zetels heeft- zetels zal moeten inleveren.
Voetsporen
Hoewel Simons lijsttrekker is van de NDP, is niet zeker of zij de presidentskandidaat is van haar partij.
Simons zelf heeft haar ambitie om president te worden herhaaldelijk kenbaar gemaakt, maar er zijn er in haar partij meer die dat willen. Ook oud-vicepresident onder Bouterse en nummer twee op de lijst, Ashwin Adhin, wil president worden.
En dan is er nog Bouterses weduwe Ingrid Bouterse (64), die op nummer 51 staat en lijstduwer is. Ze zou met voorkeursstemmen in het parlement kunnen komen. Ze voerde een intensieve persoonlijke campagne, zoveel mogelijk in de voetsporen van haar overleden echtgenoot.
VHP
Bij de VHP wil Santokhi een tweede termijn. Maar deze partij heeft ook een vrouwelijke kandidaat die zeer populair is en hoog scoort: minister van Defensie Krishna Mathoera (62).
Zij maakte onlangs bekend dat ook zij graag president wil worden. Mathoera sleepte bij de vorige verkiezingen in 2020 meer stemmen binnen dan Santokhi, en ook meer dan Bouterse. Ze is populair onder grote delen van de bevolking.
De stembussen zijn open tot lokale tijd 19.00 uur. De uitslag wordt verwacht middernacht Surinaamse tijd.
