#### 贸易保护主义是非理性邪教

简介：此文是理查德·M·艾伯林编辑的《米塞斯俄国佚文选》第2卷第33章内容。此文最初以匈牙利文发表在《科布登(Cobden)》第2卷第1期(1935年1月)上，《科布登》是一份致力于自由贸易原理的布达佩斯出版物，以英国著名自由贸易主义者理查德·科布登的名字命名。

每当国家主义、社会主义、干预主义和帝国主义的支持者在辩论中被逼到墙角时，他们总是有一个反击的最后论据。
他们会提到人的终极目的具有非理性的性质。
他们会承认自己无法通过直截了当的理性论据来证明自由主义和自由贸易是错误的。
如果世上的人类事务皆仅取决于理性，那么自由贸易已经在每一个地方盛行了。但是，人类有一种非理性的因素，人的本质无法仅仅运用理性来理解。
人的最崇高和最深刻的品质是不可估量、不可理解，并且，实际上是不可描述的，因此理性的沉思对其无效。
据说，理性-功利主义哲学学派的拥护者只从物质利润和亏损的视角来看待生命。
另一方面，国家主义、社会主义和干预主义的倡导者声称心中拥有更深刻、更尊贵和更高尚的理念。
理性主义和功利主义的倡导者从未否认，人拥有更高的，比纯粹希望生活在一个以最佳方式为其物质福祉提供人所需的健康、食物、住所和安全的社会中更加高尚的雄心。
但是，他们没有将人的这些更高的，更卓越的使命带入到人的世俗事务的讨论中来。
它们远远超出了日常生活，超出了人们的日常关切。
只有一种方式能够将二者结合。
人的物质需要越是得到充分满足，这些雄心才越有可能充分发展。然后，人的精力才能从这种为纯粹的生理生存的斗争中解放出来。
实际上，政治，尤其是经济政策，除了消极作用之外，实际上对人的这些更高使命几乎无能为力。
这些使命不应阻碍人为满足其物质福祉所作的安排，这种物质福祉是人无限制地发展其精神生活的关键前提。
只有最极端的唯物主义者声称，满足人的物质福祉能够积极地、直接地和决定性地影响其生存的这些更高层面。
理性主义和功利主义的倡导者也从未否定，人的最终或终极目的不在理性的范围之内。
他们不研究这些终极目的的性质和品质。
他们关切的是理性地研究能够充当实现这些更高目的之最佳手段的世俗制度和社会秩序。
他们相信，在健康欠佳、环境脏乱、饥饿、暴力、谋杀和其他人类灾难中，自由人的精神中最高尚的潜能不可能发展出来。
相反，他们认为，创造和推进人的物质福祉条件提供了最佳土壤，在这里，可以绽放人的心理和精神构成中的更高潜能。
因为经济学家已经有了定论：国际分工和自由贸易是比保护主义和闭关锁国更有效地实现更高标准的物质福祉的手段。所以，任何以人对高尚、尊贵和深刻的非理性渴望为依据反驳这一洞见的做法都是荒唐的。
难道我们真的要提出这样的主张：被迫为面包支付数倍于世界价格的价格时，欧洲工业国家的公民就因他们在交换中获得的高尚和尊贵情感，而得到了超过这种损失的补偿？
理性主义和功利主义哲学的倡导者也相信，适当的健康是人的健康之所需，而这也会促进人的更高目的。
在这方面，理性主义者和功利主义者与非理性邪教分子——至少这种邪教的欧洲成员——是一致的。
如果建造盥浴设施也会成为一个议题，可以预计，讨论会按照完全理性的方式进行。
在这一目标之下，竞争性的计划将会根据可用生产要素来作比较。
基于超越性的或非理性的反对意见来挑战工程师的蓝图，会被认为是荒唐的。
如果像某些东方苦行教派那样，有些人未将健康视为值得向往的目的，相反，不干不净本质上被认为是一件好事，那么，尽管我们有最好的道德、审美和公共卫生论据，反对建造盥浴设施也是可以理解的。
另一方面，如果有人确实同意健康使人受益的原则，认为改善公共卫生条件是可取的，那么，他就不应该援引“非理性”作为讨论工程师蓝图的执行细节时的因素。
“非理性”只能出现在选择终极目的的决定中，而不能出现在选择最适合的手段的争论中。
我想自杀吗？
我想以印度圣人的方式过我的一生，完全无视尘世俗务吗？
这些问题及类似问题不在理性讨论的范围之内。
如果相反，一个人想要并且决定度过积极的人生，追求更高和更振奋的目的，那么，对他来说，在尝试公平地评估获得作为实现这些目的所需的手段的尘世事物时，怎么做才最好的时候，诉诸“非理性”就是不恰当的。
社会就是这种伟大的手段，通过社会，人们可以和平地、自愿地为了最成功地实现其物质需要而进行合作。
因此，社会为促进这些更高的和更尊贵的目的提供了机会。但是，对怎么才能最好地设计社会架构这个问题，什么样的制度能最好地促进这些世俗目标之实现，只有逻辑推理才能提供答案。
必须谨慎地、冷静地、客观地讨论这个问题。
任何人如果想要参与这种讨论，在讨论中一定不能诉诸“非理性”。
他必须坦率说出他真正想要的是什么。
如果他确实想要利用这个世界的劳动力和资本实现更低水平的生产力，那么他应该直接这样说。
如果他想要看到可用商品更少，价格更高，他必须这样说。
但是，他一定不能将他的目的隐藏在虚矫的“非理性”面目之下。
经济学可以表明，关税壁垒、配额制度、禁令和闭关锁国必定会导致何种后果。
任何想要驳斥这些成果的人，我们都欢迎他使用逻辑推理的工具来实现它。
如果他能够这样做，那么他可以自由地尝试并发现经济学家的推理链条中的错误。
但是如果他不能这样做，无论是因为不胜任，还是仅仅因为这项任务不可能完成，他都应该闭嘴，而不是喋喋不休地谈论着“非理性”的优越性，用它来比较经济学家的“纯粹”理性论证得出的所谓低劣成果。

“非理性”的支持者大肆谈论着“人民的情感”和他们为国内工业提供支持的民族自豪感。
据说大众、民族是不受理性指引的。为了实现非理性的目标，他们十分愿意忍受牺牲。
人民拒绝依赖外国商品供给，表现出国内产品支付更高的价格以取代更廉价的进口产品的意愿，由此证明，针对对自由贸易论者的论证，人民作出了健康的反应这种变化。
如果消费者确实愿意自愿为国内产品支付更高的价格，那么关税壁垒、进口配额和进口禁令完全是不必要的。
国内生产者只需要标明其产品是本土制造，然后市场就会保护他免受外国进口之害。
这将会是一种比保护主义政策所应用的复杂方法有效得多的机制。
正是关税壁垒的存在，摧毁了关于人民的“高尚情感”和“更高使命”的可悲迷狂。
构建这些关税壁垒以保护国内生产者免受外国竞争之害的政府，显然是理解这一点的。
因此，认为大众具有一种购买国内商品而不考虑成本的直觉气质是完全不成立的。
在与自由贸易论者辩论时，保护主义的支持者应该承认，他所称的超越性目的是他自己的，而不是公众消费者的。
他应该说，他想做的是，通过如果有必要的话，要利用政府胁迫将他自己的观点、理念和计划强加给他的同胞。

如果保护主义者将他的论据建立在“以牺牲社会中其他人的利益为代价，来补贴人口中的某一部分人是可取的”这个基础之上，因为他认为需要补贴的这些人更加值得或者更加重要，那么他应该公开和直接地提出这个理由。
在公众面前公开讨论这些问题是绝对必要的。
保护主义的倡导者是虚伪的，他们以保护性关税代表大众的超越性目的为由来证明其合理性，而事实上，保护性关税在现实中仅仅意味着牺牲他人利益，给某一个公民群体分配补贴。
没有必要给某一个通过税收而不是基于自愿贡献获得公共资助的群体贴上污名化的标签。
公共事业中的警察、消防员和医生是这些人中的典范，他们是以这种方式因其服务而获得报酬的。
没有人反对这一点，因为警察和消防部门、公共医院等等，在每一个人看来，都是需要牺牲公众利益来维持的机构。
如果在一个民主化治理的国家中，公共舆论得出结论，在就这个问题公开辩论之后，应该利用关税来保护农业生产，那么即使它牺牲了消费者的利益，也没有人能够就贸易壁垒问题聒噪。
如果社会中的某些人仍然继续不认同保护主义和补贴，那么，他们的任务是努力去改变公共舆论氛围，尝试让他们的观点赢得多数支持。
所有涉及支持和反对保护主义之情由的问题，都应该审慎、冷静和客观地加以讨论，就像在追求一系列给定目的时，对各种手段之合理性的任何其他讨论中一样。
在这方面，没有什么神秘或诡秘之处。
凡事皆可理喻。
无需与“非理性”展开交流。

Self hosting media in a Nostr-native way is harder than it seems. Today I logged into Blossom Drive - the web UI to interact with Blossom server by nostr:nprofile1qqszv6q4uryjzr06xfxxew34wwc5hmjfmfpqn229d72gfegsdn2q3fgpz9mhxue69uhkummnw3ezuamfdejj7qg4waehxw309aex2mrp0yhxgctdw4eju6t09uf948ut to see most of my media uploads vanish from my media folder. Luckily it was just the preview functionality that went missing, not the blobs themselves.
Another GUI I use is bouquet by nostr:nprofile1qqst03hkj9w04xnzllm2rupxqn0g3s3ud3kx6xu0vtrucyr5nuc8aqgpzamhxue69uhhyetvv9ujumn0wd68ytnzv9hxgtcpz4mhxue69uhhyetvv9ujuerpd46hxtnfduhsjgg85r , but it struggled to display uploaded mp4 files (specifically the GUI preview).
The cool (but obviously way less visual and intuitive way) thing is that I can still browse blobs.
So as I uploaded a video file I took the blob, added .mp4 at the end of the link and voila, the file can now be shared and it supports preview functionality.
I guess the moral of my story is twofold:
1. We are so early
2. Self sovereignty is hard to reach, but possible. You just need to really want to do it.
