反对土地市场化，土地出不了手，就是要求农民世世代代是农民
2018年是改革开放40年，我思考农村改革的瓶颈问题：1980年代初农村土地承包制是突破集体农业的瓶颈，短时间解决温饱；1990年代，土地承包期从每5年一调整变成每30年一调整，这算是第二个瓶颈的突破；是不是有第三个瓶颈呢？
我以为是有的，就是彻底土地市场化，自由买卖，自由流动，让城市的资本下乡，让不想种地的农民出售土地变现进城买楼房市民化，农村改革就此真正激活，农村才是自由的农村。
但是，土地私有化还受旧观念严重束缚，其中包括一些民间人士妖魔化土地成私有，就连一些农家子弟都反对土地市场化，这就需要突破观念。下面是我的一些思考点。
1.许多人说土地私有了市场化了，农民穷急了把土地出卖了，他们以后怎么生活。你听，他们想的挺远的，其实是“伪道理”，好比是包工头不给农民工钱，借口是万一给了钱他胡花了怎么办。说来农民穷急了出卖土地，恰恰是一种自我救济渠道，倘若不私有产权，就少了一个救济渠道。
土地私有，就好比是你本来租房，现在给你房屋产权，你怎么还能拒绝？反过来说，现在你的房屋是私人产权，有人怕你穷急了把房子卖了以后没得住，干脆把你的房屋从私人产权变成公房让你租着住，您愿意吗？
2.反对土地私有化者，总是小瞧着农民的市场判断能力，以为每个农民是赌徒会将到手的土地挥霍卖掉，只有眼前考量没有长远考量。这是太不了解农民，我天水老家的农民哪怕出让几斤花椒都是反反复复比较行情，不轻易出售，土地更是“命根子”，怎能不加掂量轻易出卖？他若出卖土地，一定是反复思量了，我们要尊重。
3.土地市场化的一个重要保障，就是农民首先有不出手自己土地的权利，如果你想种地或是担心失地以后没生活保障，就不出让土地，牢牢守住自己的土地。如果你觉得自己的土地少，不够种，那你就花钱再买土地，让手头的土地多起来。买谁的土地？总有一部分农民不愿种地想出让土地，这就是土地市场的卖家。
4.土地市场化后，一个农民能轻易出售土地，同样，他也能轻易购得土地（有卖有买才是市场啊，很多人忽视了买），这是市场化的基本常识。现在一些人杞人忧天，担心农民出售土地没有生活着落了，这是戴着计划经济的眼镜看市场经济，结果看偏问题。
5.现在市场经济多元化，依赖的生活方式或保障方式也是多元化，土地不是农民的唯一生活方式，他可以抛弃土地去打工，去经商，只要勤奋，照样体面生活。如果你卖没了土地，过几年又想种地，再花钱买地种，土地一旦市场化总有人出让土地总有人买入土地，大体平衡。
土地市场化了，买地的源源不断，卖地的源源不断，你想买地或卖地都是可行的，只不过是不同时期不同位置不同行情。所以，对农民出卖土地不必担忧。
至于有人套用古代农民失地之后社会动荡之说，这是刻舟求剑，古代是农业社会，土地对农民来说是唯一，而现在是几百倍的多元社会，生活的路子也是几百倍的多元化依托。
6.有人担忧，土地私有化后形成土地兼并潮，产生大量新地主或农场主。没错，就是要产生农场主，只要在法治轨道上，农场主反而能优化土地要素，让土地保值增值。我们都习惯了大老板大企业家，为什么还怕大农场主？再说，没有永恒的大地主或大农场主，也没有永恒的雇农，在成熟的市场经济条件下，彼此的角色可以转化。
现在一些大型超市采购农产品，对接的主要是农场主的，而不是个体的农民，因为农场主更容易有品牌意识，更有信誉，质量更有保障，而散农的产品良莠不齐。
7.只有土地市场化了，想种地的农民继续保留土地，不想种地的农民出卖土地，这样他告别农民身份，到城市做其它工作或经商，实现身份的流动。有的农民不想种地，想到城里当市民，你现在反对土地私有和市场化，那就是要求这些农民世世代代都是农民，他不能出手土地，他永远是农民，甚至是世袭的农民，这难道公平吗？
8.土地市场化是世界潮流，不要拿国情特殊做掩护，更不要拿农民失地形成流民造成社会不稳定做借口——这都是妖魔土地市场化的谎言，是经不起推敲的。四十年来，中国许多农民离开土地闯天下，他们的流动并未造成社会动荡，反而是激发了社会活力。在农业国家，土地越公有越僵化。
9.土地私有化还是权利权力的转移，官员干涉土地的权力变小，农民处置土地的权利大增。农民能自由处置土地，这才是土地的主人。
10.现在许多人一谈起土地市场化，自由买卖，就立马想到土地的兼并重组，类似暴力式的兼并重组，其实是搞混了概念，将权力的土地兼并幻觉成了市场的土地重组，权力的兼并是没得商量的，你的土地不出手也得出手，比方说是拆迁征地之类的，而市场的土地买卖是自由的，温和的，您愿意就出手，不愿意就不出手。
11.现在农村空心化严重，如何逆转？我以为，农村土地私有化，自由买卖，让资本下乡，不出十年一些特色乡村就横空出世，就像现在城里包装高档小区一样，商人的眼光，资本的威力，一些新概念(不是空概念)乡村和庄园就会吸引一批高端住户。土地市场化虽不能拯救所有村庄，但可以让一部分村庄凤凰涅槃，再少的“少”总比零强嘛。前一阵，有人说是要开展新时代的上山下乡，我以为应该是城市资本的上山下乡盘活农村，前提是土地市场化！

Yes. I still look at it as a megatrend indicator of tradfi beginning to allocate a percentage of their portfolio. It may fluctuate, but I see it becoming more like passive flows into the S&P500. When I think of it like that I get very bullish.
When I think about the earnings drops coming, a la TGT today, I realize money will flow to the best return. It's going to get crazy.
