It's very easy to become reliant on such a govt when it has grown to the scale that no one could have ever predicted, to the point of people being enmeshed and unhealthily entangled with it, similar to Stockholm syndrome. As well, there's also the fact that many generations of westerners have come to trust their govt because it has, time and time and again, promised to help, only to offer just a little help, then a big rug-pull, and worse, extort and murder.
