so, i wasn't satisfied at all with the algorithm i designed for sorting results by relevance. it seemed way too haphazard to be effective, so i'm revising it to work a different way:
- first, it scans the groups of results matching a single event, and creates a map that contains the distinct matching terms, and a count of how many times each match appears
- then it eliminates the results that don't have at least 1 of each term in the search query, because why the fuck should it return anything that doesn't have a complete set of the search terms? this is a baseline IMO, so using the sets and counts of terms above lets me eliminate everything that lacks the complete set
- next, it sorts the groups of matches for each event by their sequence in the search terms, so that they are in the same order that they appear in the match
- then it repeatedly scans forward through the matched terms in their now sorted order, and gathers every possible group that has a complete set, not necessarily in the same order, but complete
- these sets are then evaluated by their distance between first and last of the (possibly several) instances of the complete set, stepping forward from the previous step's starting point, and then generates the minimum distance between first and last of a complete set in the results, and storing this number in each event's result group
- the minimum distance of the minimum length set of each then becomes the criteria to sort all of the groups, and the top results will be the ones that come closest to matching the sequence, albeit they can be in a different order, but order is not so important as completeness in the relevance of a result; and if the terms appear in the exact order, their distance will be the minimum of the result set and thus have the most relevance.
most full text search algorithms i have seen in action include results that only match one term, but this requires them to have giant dictionaries for the language being searched that contain all of the low relevance terms like "the" and "a" and "an" and "of" and so forth... but i want to make a search that doesn't need this expensive and time consuming list set for every language it can support, instead, it will support all languages, and simply treats each term in the search like a distinct number and searches for the shortest set of matches of these terms as this is the most relevant matches, and there is zero point in keeping any without the complete set, because if the ones that don't match have all of the words that are not distinctive and are very common among all documents, they are useless results and eliminating them saves a lot of time to produce a more efficient result
the user can then see if they have put too many minimal relevance terms in their search query to maybe trim out these common words, but the common words can be important - because very often really a pair or even phrase of the search term should appear as a unit, like articles and nouns usually will appear together, and even, in some languages, like nordic and slavic languages, the article and noun combine together, and in other cases, the adjective and noun combine together to become a composite word (eg, bezplatno, schtatite, which mean free as in gratis and the state), but in the english, this term could be more muddled and be a multiplicity, as in "free of charge" and "the state", or "sim pagamento" or "gratis, or "o stados".

Jeder Staat braucht Bedienstete, über die er verfügen kann und die unbedingt loyal sein müssen. Man nennt sie Beamte und die gab es schon in der Antike. Das deutsche Beamtenrecht hat während der letzten 200 Jahre mehrere Transformationen erlebt. Die der letzten 50 Jahre haben die Pflichten ausgehöhlt, aber die Privilegien sind erhalten geblieben.
Über Pensionen für Beamte wird immer wieder diskutiert. Gerade jetzt hat die ehemalige Bundestagspräsidentin und aktuelle Arbeitsministerin Bas eine neuerliche Diskussion angestoßen. Damit trifft sie einen Nerv der Rentner und sicherlich auf den Widerstand der Beamten. Dass eine Änderung des Pensionsrechts im Bundestag beschlossen werden könnte, ist unwahrscheinlich. Es sitzen zu viele Beamte im Bundestag, die ihre Privilegien nicht aufgeben wollen. Dennoch muss dieses Thema betrachtet werden.
Es sind vor allem zwei Punkte, über die sich Rentner zu recht beschweren können. Die Beamtenpension beträgt bis zu 71,75 Prozent des Bruttogehalts, das in den letzten zwei Jahren vor dem Ruhestand ausbezahlt worden ist. Das sind die zwei Punkte. Ein Rentner hingegen erhält nur 48 Prozent seines Durchschnittseinkommens während der gesamten Arbeitszeit. Die Höhe der Rente bezieht sich also nicht auf die letzten zwei Arbeitsjahre. Das spiegelt sich dann wieder im Unterschied zwischen den Altersgeldern. Die durchschnittliche Beamtenpension betrug 2023 3.240 Euro pro Monat brutto, wohingegen der durchschnittliche Rentner nur über 1.543 Euro pro Monat verfügen kann. Das ist weniger als die Hälfte dessen, woran sich ein Pensionär erfreuen kann. So war das nicht gedacht, als die Berechnung für Beamtenpensionen festgelegt worden ist.
Kleines Gehalt, gute Pension
Noch unter dem Kaiser und auch später war das Salär für Beamte bescheiden. Zumal Beamte zumeist hochqualifizierte Fachleute waren. Aber der Beamtenstatus war verbunden mit hohem Sozialprestige und, wie heute, mit einer sicheren Arbeitsstelle. Es gab den Straftatbestand der Beamtenbeleidigung. Beamtenpensionen gab es schon vor der Einführung des Rentensystems und so konnte der Staat die guten Leute motivieren, Beamte zu werden. Es war nur logisch, dass die Altersversorgung für die schlecht bezahlten Beamten prozentual zum Verdienst ziemlich hoch sein muss, damit ein Beamter seinen Sozialstatus auch im Ruhestand bewahren kann. Die durchschnittliche Lebenserwartung war ebenfalls nicht hoch und so waren die Pensionen in dieser Höhe für den Staat kein Problem.
Beginnend Ende der 1960er Jahre wurde das Beamtenrecht verändert. Beamte beklagten sich über ihre verhältnismäßig geringen Gehälter und erhielten Unterstützung von der damals regierenden SPD. Und natürlich von den beamteten Abgeordneten im Bundestag. Die Beamtengehälter wurden deutlich angehoben bis auf das Niveau, das in der Industrie üblich war. Zu diesem Zeitpunkt hätte auch die Berechnung für die Pensionshöhe angepasst werden müssen. Schließlich war der Grund für die Besserstellung weggefallen. Das geschah nicht und das bis heute.
KFZ-Versicherungen handelten konsequent
Aber es wurden einige Pflichten für Beamte reduziert. Bis Ende der 1970er Jahre war es zum Beispiel so, dass ein Beamter seiner Pension verlustig ging, wenn er für eine Straftat verurteilt wurde. Deswegen erhielten Beamte bei der KFZ-Versicherung 20 Prozent Rabatt, weil davon ausgegangen werden konnte, dass sich Beamte im Straßenverkehr vorsichtiger verhalten. Nachdem der Verlust der Pensionsrechte stark eingeschränkt worden ist, haben auch die Versicherungen ihren Rabatt nicht mehr gewährt. Auch das hat nicht zu einer Änderung der Pensionsberechnung geführt.
Um es kurz zu machen: Pflichten und Einschränkungen für Beamte wurden reduziert und die Entlohnung dem Industriestandard angepasst. Stück für Stück. Die Pensionsberechnung aber nicht. So fällt es schwer, heutzutage einen verständlichen Grund zu finden, warum Beamte bei der Altersversorgung immer noch dieses hohe Niveau genießen dürfen. Ach ja, die vielen Beamten im Bundestag, die selbst über jede Änderung ihres Status abstimmen können und sogar über das Rentenniveau. Darf man das Selbstbedienungsladen nennen? So, wie die Abgeordneten auch selbst über die Höhe ihrer Diäten bestimmen können. Man kann sich nur wundern, dass es deswegen noch keinen Aufstand der Rentner gegeben hat. Man denke nur daran, wie Abgeordnete nach ein paar Jahren im Parlament Pensionen beziehen können, von denen ein Rentner nur träumen kann. Bezahlt mit unseren Steuern. Das deutsche Rentenniveau ist im europäischen Vergleich eine Schande.
Das Grundgesetz verlangt Gleichbehandlung
Es steht außer Frage, dass die unterschiedliche Behandlung von Rentnern und Pensionären reformbedürftig ist. Das ist aber ein schwieriges Unterfangen wegen diverser Rechtsgrundlagen in der BRD. Da steht ganz oben an die „Besitzstandswahrung“. Es ist verpönt, jemandem etwas wegzunehmen. Im Fall der Unterschiede zwischen Renten und Pensionen greift aber auch das Grundgesetz. Das Prinzip der Gleichbehandlung wird verletzt. Solange Beamten Einschränkungen gegenüber normalen Arbeitnehmern auferlegt waren, war diese Ungleichbehandlung tolerierbar. Nachdem diese weitgehend abgeschafft worden sind, muss das Grundgesetz greifen. Das führt zu einem veritablen Dilemma. Man kann es als unmöglich sehen, das Rentenniveau auf das Pensionsniveau anzuheben.
Aber es kommt noch ein Faktor hinzu. Beamte müssen von ihrem Einkommen nichts abführen für ihre Pension. Sucht man nach den gesamten Kosten für Pensionen pro Jahr, die aus Steuermitteln geleistet werden, landet man in einem Dschungel. Wühlt man sich da durch, kommt man auf etwa 70 bis 80 Milliarden. Warum wird das so verschleiert? Im Gegensatz zu Rentnern gibt es für Beamte keinen Abzug vom Lohn, um die Pension zu finanzieren. Nachdem die Gehälter von Beamten brutto in der Höhe Industriestandard haben, bedeutet das, dass Beamte netto etwa 20 Prozent mehr haben als normale Arbeitnehmer. Da ist die Beihilfe für Krankenversicherung noch nicht berücksichtigt. Das wiederum heißt, dass Beamte während ihrer Arbeitsperiode bereits ein höheres nutzbares Einkommensniveau haben. Und oben drauf die Pensionsregelung.
Die gesamte BRD muss neu aufgestellt werden
Man sieht also, dass das Beamtenrecht nicht mit dem Grundgesetz vereinbar ist. Aber wie soll man aus diesem Dilemma herausfinden? Nach gründlichen Überlegungen kann man nur zu einem Schluss kommen: Das gesamte „System BRD“ muss grundrenoviert werden. Neu aufgestellt, in etwa wie 1949. Leider wird das nicht möglich sein ohne einen vorangegangenen Zusammenbruch, wie 1945 oder zumindest ähnlich. Es könnte auch der Zusammenbruch des Weltfinanzsystems sein, der schon lange erwartet wird und überfällig ist. Danach werden nämlich alle privaten Vorsorgeinstitute wie Lebensversicherungen, die auf Kapitalbasis aufgebaut sind, pleite sein, einfach nicht mehr existieren. Die Banken auch. Das Rentensystem hingegen wird weiter funktionsfähig sein, denn es ist ein Umlagesystem.
In gewisser Weise ist es das Pensionssystem auch. Die kontinuierlichen Steuereinnahmen werden auch direkt an die Pensionäre weitergereicht mit dem Unterschied, dass alle Steuerzahler für diese Pensionen aufkommen müssen. Was wird aber geschehen, wenn der Staat selbst nicht genügend Steuereinnahmen hat, um die Pensionen auszuzahlen? Ach ja, man könnte die Kosten für das Militär drastisch reduzieren. Kleiner Scherz in der heutigen Zeit. Oder nicht? Wenn das Finanzsystem zusammenbricht, ist auch kein Geld mehr da um Kriege zu führen, weil es dann keine Kredite über unzählige Milliarden geben kann. Auch deswegen sehe ich diesem Zusammenbruch optimistisch entgegen.
Wird es auch ohne eine Revolution möglich sein?
Zu einem Neuanfang, einer Restrukturierung gehört auch, dass die Lohnstrukturen wieder leistungsgerecht werden. Produktiv Tätige wie Handwerker oder Ingenieure müssen ein deutlich höheres Einkommen beziehen, als Bürokraten und sonstige Sesselfurzer. Die behindern alles produktive mehr, als sie Nutzen bringen können. Damit wird sich auch das Problem des „Fachkräftemangels“ von ganz allein auflösen, weil produktive Berufe wieder attraktiver werden. Wir sehen also, dass nicht nur das Beamtenrecht neu aufgestellt werden muss, sondern die gesamte verrottete Gesellschaftsstruktur. Eben das ganze Land oder besser noch, die gesamte westliche Welt.
Und zum Schluss die Frage: Ist es denkbar, diesen Neuanfang durchzuführen, ohne einen vorangegangenen Zusammenbruch? Mit ist es natürlich einfacher, weil es geradezu zwingend wird. Aber es gibt eine sanfte Lösung und die heißt „Die Humane Marktwirtschaft“. Mit diesem revolutionären Modell haben wir auch ein Lösungsmodell für die Beamtenpensionen vorgestellt, das sanft und ohne wesentliche Einbußen am Besitzstand vonstatten gehen kann. Ebenso wie die ewigen Handelsbilanzdifferenzen einfach unmöglich sein werden.
