Roemenië kiest president: keuze tussen radicale nationalist en pro-EU
De Roemenen stemmen vandaag voor hun nieuwe president. Het is een verkiezing met een turbulente voorgeschiedenis. Eind vorig jaar oordeelde het Roemeense Constitutionele Hof dat kiezers waren misleid en dat de presidentsverkiezingen over moesten. Dat besluit volgende op onthullingen over mogelijke Russische inmenging en een ongekende TikTok-campagne.
In de stemlokalen kunnen de Roemenen kiezen tussen de radicale nationalist George Simion en Nicusor Dan, de liberale burgemeester van hoofdstad Boekarest. Simion is een bondgenoot van de ultra-rechtse, pro-Russische Calin Georgescu. Hij was de presidentskandidaat die bij de vorige verkiezingen doorging naar de tweede ronde, tot de uitslag nietig werd verklaard. Georgescu werd vervolgens uitgesloten van deelname.
Simion en Dan willen allebei dat het roer omgaat in Roemenië, dat lid is van de EU en de NAVO. Hun toekomstbeeld voor Roemenië verschilt echter flink. Zo dreigt Simion met het stoppen van steun aan Oekraïne, ook is hij kritisch op de Europese Unie en wil hij rechters van de Constitutioneel Hof vervangen.
Dan heeft een verleden als anti-corruptieactivist en is voorstander van de EU en de NAVO. Hij noemt de steun aan Oekraïne van vitaal belang voor de Roemeense veiligheid tegen Russische dreiging.
Niet alleen ceremonieel
Een Roemeense president heeft niet alleen een ceremoniële functie, maar heeft ook belangrijke bevoegdheden op het gebied van defensie en buitenlands beleid. Daarnaast heeft de president vetorecht bij EU-stemmingen waarvoor unanimiteit vereist is.
De twee zijn verwikkeld in een nek-aan-nekrace. Simion won twee weken geleden de eerste ronde van de presidentsverkiezingen met overmacht. Maar vandaag in de tweede ronde is dat verschil in de peilingen verdwenen, doordat er nog maar twee kandidaten over zijn. Kiezers die eerst op andere kandidaten stemmen, verdelen zich nu over Simion en Dan waardoor het verschil kleiner wordt. In een opiniepeiling van vrijdag had Dan voor het eerst sinds de eerste ronde een kleine voorsprong op Simion.
Georgescu won in november vorig jaar onverwacht de eerste ronde van de presidentsverkiezingen. Vervolgens werd er een onderzoek gestart, na berichten over Russische inmenging in de verkiezingscampagne.
De Roemeense veiligheidsraad stelde vervolgens beïnvloeding van kiezers vast door grootschalige cyberaanvallen en een TikTok-campagne die onder meer via nepaccounts.
Zo waren volgens de Roemeense veiligheidsdienst massaal video's van Georgescu gedeeld op TikTok door nepaccounts. Daarna bepaalde de hoogste rechter in het land dat de presidentsverkiezingen over moesten. Ondanks het verkiezingsschandaal is de pro-Russische Georgescu nog altijd enorm populair.
