After a few bouts, over a month or so, of debugging peculiarities with APCUPSD monitoring a brand new UPS (no the batteries have not failed and they don't keep disconnecting and reconnecting), I have found a fix. I have uninstalled APCUPSD and replaced it with NUT.

Instale as seguintes dependências:
bash, make, and scdoc.
Baixe o cargo também.
Depois instale com pip do python:
build, hatchling, installer.
Depois clone o repositório git e entre no diretório.
Depois rode os seguintes comandos:
./configure.sh --prefix=/usr
make install
./configure.sh --user-install
make install
Para finalizar adicione ao seu path.
export PATH="$HOME/.local/bin:$PATH"
E já poderá utilizar.
