Door Pakistan uitgezette Afghanen komen in kampen waar tekort is aan alles
In Afghanistan aan de grens met Pakistan voltrekt zich een humanitaire ramp, zegt het Rode Kruis. Sinds Pakistan vorige maand begon met het uitzetten van Afghaanse vluchtelingen zijn er al bijna 145.000 mensen teruggekeerd. Soms vrijwillig, maar vaak gedwongen.
Eind april liep voor een grote groep Afghanen een deadline af om het land te verlaten, waardoor het aantal vluchtelingen dat nu aankomt aan de grens snel toeneemt. "Onze medewerkers melden dat er tot wel 7000 mensen per dag aankomen momenteel", zegt Rode Kruis-woordvoerder Bastiaan van Blokland.
Ziektes
Velen hebben geen huis meer om naar terug te keren en worden nu opgevangen in tentenkampen. De situatie daar is volgens het Rode Kruis onhoudbaar. "Er is groot tekort aan water en vaak is er maar genoeg voedsel voor één maaltijd per dag. Kinderen raken ondervoed en ziektes zoals knokkelkoorts, schurft en diarree verspreiden zich snel", zegt hulpverlener Homa Nader, die in een van de kampen werkt.
"Ik heb alles achtergelaten: ons huis, ons spaargeld, zelfs het land dat ik na tientallen jaren hard werken had gekocht", zegt de 74-jarige Ibrahim vanuit een van de kampen heeft opgezet. Hij vluchtte als tiener naar Pakistan, bouwde daar een heel leven op en is nu met zijn gezin gedeporteerd.
Omari-kamp
Bij de Torkham-grensovergang in het noorden ligt aan Afghaanse zijde het Omari-kamp. In lange rijen staan honderden tenten waarin tienduizenden mensen verblijven. Een tent moet vaak door drie of zelfs vier gezinnen worden gedeeld.
"De afgelopen maand zijn er drie kinderen geboren in Omari, omdat zelfs hoogzwangere vrouwen op dit moment uitgezet worden door de Pakistaanse autoriteiten", zegt hulpverlener Nader.
Op deze video laat ze het kamp zien:
Sinds jaar en dag hebben Afghanen na verschillende machtswisselingen in hun land toevlucht gezocht in Pakistan. De Pakistaanse regering zegt dat het land de komst van Afghaanse vluchtelingen niet langer aan kan. In oktober kondigde premier Sharif daarom een driestappenplan aan dat ervoor moet zorgen dat ze zijn land verlaten.
"Er is een grote verwantschap tussen beide culturen, waardoor ze zich gemakkelijk hebben aangepast en nu hier geboren zijn, werken en studeren. Hoe kunnen ze zo gedeporteerd worden als ze in wezen Pakistaans zijn?", vraagt de Pakistaanse mensenrechtenactivist Imtiaz Alam zich af.
Sinds de Taliban aan de macht kwamen in 2021 zijn er volgens de Verenigde Naties 700.000 Afghanen naar het buurland gevlucht. Velen deden dat met het idee dat ze zich via Pakistan uiteindelijk in Amerika konden vestigen. President Trump zette begin dit jaar daar een streep door toen hij een decreet tekende om geen humanitaire vluchtelingen meer op te nemen.
De mensen die nu in Omari aankomen, zijn de vluchtelingen die getroffen worden door de eerste deadline van de Pakistaanse overheid. Volgens het stappenplan zullen er dus nog meer vluchtelingen aankomen de komende tijd. Nu al kan de hulpverlening van zusterorganisatie de Rode Halve Maan de druk nauwelijks aan.
Volgens Van Blokland is de huidige crisis in Afghanistan uit het oog geraakt van de internationale gemeenschap, waardoor er niet genoeg hulpmiddelen binnenkomen. "Wij zijn afhankelijk van donaties en je ziet dat er minder betrokkenheid is. Veel organisaties zijn uit Afghanistan vertrokken en overheden hebben de banden verbroken."
Organisaties hebben de hulp stopgezet omdat ze het Taliban-regime niet willen steunen. De Taliban sluiten vrouwen vrijwel compleet uit binnen de samenleving. Ook zijn er zorgen over fondsen voor noodhulp die de Taliban via hoge belastingen zouden willen gebruiken om hun eigen rekeningen te kunnen betalen.
Via de Rode Halve Maan blijft het Rode Kruis actief in Afghanistan, niet alleen voor teruggekeerde vluchtelingen. "De helft van de mensen heeft er humanitaire hulp nodig en dat is vergelijkbaar met wat we zien in Sudan, waar een hevig conflict woedt", zegt Van Blokland.
Volgens de VN zouden er 3,5 miljoen Afghanen in Pakistan verblijven. Een deel van hen is dus al teruggekeerd, maar nog een groter deel wordt mogelijk later dit jaar uitgezet. Daarbij zitten ook Afghanen die vrezen voor hun leven, omdat ze op zwarte lijsten van het regime staan. Voor Pakistan is dat onvoldoende reden om ze te laten blijven.
Ibrahim maakt zich vooral zorgen over zijn kleinkinderen: "Hun gehuild doorboort mijn hart", fluistert hij. "Ze zouden moeten dromen, niet vrezen voor hun toekomst."
