The U.S. Department of Defense said in a new memorandum that it is halting medical treatments and procedures for troops who identify as transgender and other personnel with gender dysphoria (GD).

GD refers to when a person believes they’re a gender that’s different from their sex.
President Donald Trump, after taking office in January, said in an order that “expressing a false ‘gender identity’ divergent from an individual’s sex cannot satisfy the rigorous standards necessary for military service.”
Defense officials later said that all troops with a history of GD would be discharged, with limited exceptions. That process was paused after court rulings against the policy. That includes emphasizing that military doctors are not to perform any surgeries that would aid in gender transition, such as breast removal.
Ferrara also said that all unscheduled, scheduled, and planned surgical procedures “associated with facilitating sex reassignment for Service members diagnosed with GD” are now canceled, as are any previously approved waivers for the surgeries.
Ferrara said his office would accept waiver requests for care deemed medically necessary to address surgical complications.
The military is allowing troops with GD who have been receiving cross-sex hormones to keep receiving them until they are separated, if a health care provider recommends that path “in order to prevent further complications.”
The Department of Defense, though, will no longer pay for newly initiated cross-sex hormones, according to the memo, as ordered by Defense Secretary Pete Hegseth.

A Corte Especial do Superior Tribunal de Justiça (STJ) prorrogou, por mais seis meses, as medidas cautelares impostas ao governador do Acre, Gladson Camelí, que é réu por organização criminosa, corrupção passiva, peculato, lavagem de dinheiro e fraude à licitação desde maio do ano passado. De acordo com a decisão unânime da Corte, datada do último dia 7 de maio, foram prorrogadas as medidas cautelares de:
proibição de contato com testemunhas/outros investigados;
de ausentar-se do país, com recolhimento do passaporte; e
de indisponibilidade de valores -- que é, basicamente, a limitação em movimentações financeiras.
"A Corte Especial, por unanimidade, acolheu a questão de ordem para prorrogar as medidas cautelares pelo prazo de 180 (cento e oitenta) dias, nos termos do voto da Sra. Ministra Relatora", diz o documento.

A decisão atende a uma petição inicial, protocolada pelo Ministério Público Federal (MPF), que solicitou a prorrogação das medidas. A ministra Nancy Andrighi, relatora do processo, votou a favor, e os ministros presentes votaram com ela.
"Importante consignar que esta Relatoria, desde a prolação da decisão que deferiu parcialmente as cautelares no mês de março de 2023, vem analisando, de forma individualizada, a necessidade e adequação das citadas medidas pleiteadas pela autoridade policial e pelo MPF", relembrou a relatora ao dar seu voto na questão de ordem da ação penal, disponibilizada nesta quarta-feira (14).
Desde quando Camelí virou réu no processo, há um ano, as medidas cautelares foram implementadas neste modelo de seis meses, ou 180 dias. Houve uma prorrogação dessas medidas em outubro do ano passado e, agora, foi prorrogado novamente.
Réu
Cameli é réu em uma ação penal que investiga fraudes em licitação, desvio de recursos públicos e formação de organização criminosa. Em maio do ano passado, a Corte Especial do STJ aceitou a denúncia do Ministério Público Federal (MPF), que inclui ainda acusações de corrupção passiva, peculato, lavagem de dinheiro e fraude à licitação.
O juiz responsável pela audiência acolheu ao pedido da defesa, determinando acesso imediato ao material e estendendo o prazo para que ele seja ouvido.
Conforme apurado pela Rede Amazônica na época, o documento em questão seria um relatório de atividades financeiras que trata da compra de um apartamento de luxo em São Paulo que teria sido feita pelo governador em 2019.
Depoimento
Gladson Cameli prestou depoimento em dezembro do ano passado no Superior Tribunal de Justiça (STJ). O depoimento ocorreu após um pedido de adiamento feito pela defesa do gestor e aceito pela própria Justiça.
A imprensa pôde acompanhar o depoimento nos últimos 20 minutos finais. Em apuração feita pelo g1, Cameli fez esclarecimentos, à época, sobre:
apartamento de luxo em São Paulo;
minuta encontrada no apartamento e diálogo entre Cameli e Rômulo Grandidier; e
suposta interferência da família no governo.
Ao final do depoimento, o governador não gravou entrevista. Seus advogados de defesa disseram à imprensa que o processo está em fase de diligências finais e que a defesa deve apontar falhas no processo.
Eles pontuaram ainda sobre HDs apreendidos que, supostamente, não foram periciados, e um relatório de inteligência financeira com informações “inconsistentes”.

Investigações
As investigações, que tiveram início em 2019, foram conduzidas pela Polícia Federal na Operação Ptolomeu.
As denúncias envolvem a contratação da empresa Murano, com sede em Brasília, para prestar serviços ao governo do estado. A empresa teria subcontratado outra, localizada no Acre, que tem como sócio o irmão de Gladson Cameli, Gledson Cameli.
Segundo a acusação, essa contratação resultou em um esquema de favorecimento financeiro ao governador e a outros envolvidos, causando prejuízos aos cofres públicos.
Mantido no cargo
Na sessão de 15 de maio, quando a Corte Especial recebeu a denúncia da PGR contra Camelí, os ministros negaram o afastamento dele do cargo. Dessa forma, ele deve continuar atuando como governador do Acre enquanto responde à ação.
A corte também determinou a indisponibilidade de bens do governador e a manutenção de medidas cautelares que já haviam sido adotadas contra ele – que não foram detalhadas no julgamento.
O STJ fala em desvio de mais de R$ 16 milhões em recursos públicos, porém, segundo o MPF, foram identificados oito contratos com ilegalidades e a estimativa é que os prejuízos aos cofres públicos alcancem quase R$ 150 milhões.
Na ocasião, o governador disse ter recebido com "serenidade" a decisão do STJ de dar continuidade às investigações da Operação Ptolomeu. "É importante destacar que o Tribunal fez justiça ao negar o pedido de afastamento do mandato que o povo do Acre me deu de forma legítima e democrática", disse.
Ele ainda destacou que "a defesa terá a tranquilidade e o espaço necessário para esclarecer dúvidas e repor a verdade". Segundo o governador, a decisão dá a "oportunidade de me defender no âmbito judicial. A justiça cumpriu seu papel e seguirei colaborando no que for necessário e confiante na correção das falhas da investigação e na reafirmação minha idoneidade."
Outras 12 pessoas foram denunciadas pela procuradoria, incluindo empresários, servidores e parentes do governador. São suspeitos de envolvimento no esquema a ex-mulher, dois irmãos e dois primos de Cameli.
Entenda as acusações contra Gladson Camelí
A denúncia da PGR envolve um contrato assinado em 2019 pelo governo do Acre com uma empresa de engenharia do Distrito Federal chamada Murano. No valor de R$ 24,3 milhões, previa manutenção predial.
Segundo a investigação, a Murano não tinha escritório no Acre e nunca havia atuado no estado. E, para contratá-la, o governo acreano aderiu a uma ata de registro de preços de um instituto de educação de Goiás. Com isso, evitou fazer uma licitação, em que mais empresas poderiam disputar o contrato.
Ainda de acordo com a investigação, um dia após a assinatura do contrato com o governo do Acre, a Murano celebrou parceria com a empresa Rio Negro, que tem entre os sócios Gledson Cameli, um dos irmãos do governador. Foi a Rio Negro quem passou a ser responsável pela execução dos serviços.

A relatora da ação no STJ, ministra Nancy Andrighi, citou em seu voto que a Controladoria-Geral da União (CGU) apontou que a esquema permitiu a contratação “indireta” da Rio Negro pelo governo do Acre e configurou uma “tentativa de dar aparência legal de contratação sem licitação”.
Na visão dos investigadores, esse esquema foi criado para permitir desvio de verbas que beneficiaram o governador do Acre e seus familiares. A análise da CGU indicou sobrepreço de mais de R$ 8 milhões e superfaturamento de R$ 2,9 milhões no contrato assinado com a Murano.
