美国联邦众议院中共问题特设委员会（The House Select Committee on the CCP）在2024年4月的一份报告中称，该委员会发现中共政府直接补贴芬太尼材料等非法麻醉品，中国公司在出口芬太尼前体化学品之后，有资格获得退税和其它金钱利益。
报告写道，中共政府向“公开贩运非法芬太尼材料和其它合成毒品”的公司提供资金补助和奖励。报告透露，一些公司还接受了省级官员的实地考察，这些官员称赞这些公司为当地经济作出了贡献。
该委员会称，中共安全部门“非但没有与美国执法部门合作，甚至在接到美国的调查请求时，还通知了被调查的对象。”
报告指出，中共政府允许在严格控制的中国互联网上非法销售毒品。中国的审查人员设置了在线触发器来阻止一些国内的毒品交易，然而没有阻止以出口为重点的相关活动。
