举报人陈永波，从2017年起就不断向相关部门递交材料，揭发张洪良与张四海勾结非法倒卖土地、侵吞集体资产、账务造假等问题。他所揭露的企业“鸿旭公司”“三原色公司”非法长期占用集体土地，合同早已到期，却在无人监管的情况下持续收益。
更骇人的是，陈永波因举报而遭受系统性打压。卷帘门被喷侮辱字样、汽车被砸、家人被恐吓。令人震惊的是——这些暴力事件背后，竟是公安机关泄露了举报人的住址信息。张四海和黑恶人员甚至堂而皇之上门威胁。图一即为遭喷漆门面现场，图二为恐吓监控截图。
而罪魁祸首之一的徐红领，曾因诈骗获刑三年缓刑三年，却在毁车案中被轻判三个月，因“自动投案”被定性为“从轻处理”。如此荒唐的司法逻辑，背后正是政法系统的集体性失职与包庇。
时任姜山镇派出所所长龚旭东、公诉科科长陆朝晖、鄞州法院法官黎伟挺等人，或以案谋私，或草草结案，彻底沦为腐败体系的保护网。
这一切不是偶然，而是中国地方权力生态中的普遍现实。腐败书记未曾真正落马，政法机关为黑恶撑伞，而举报人，成了被追杀的“罪人”。
