The relays do not sync to each other. It's very disorganized.
Some of the relays purge the notes to save space. Damus relay just purged their whole relays a couple weeks ago.
You can download citrine relay and install in your phone to keep a copy of your notes. It's searches all the relays and extracts your notes.
Unfortunately the relay software doesn't sync to other relays so sometimes 1 note will be on 1 relay but not other relays.
They need to work on the relay software but it's all volunteers so progress is slow.

You're publicly trying to pursuade in favor of a position held by yourselves and other core devs, who collectively have the means and desire to see this change made in the Bitcoin Core software. If you don't want to call that "speaking for Bitcoin Core" then fine, let's have a pointless semantics debate about that.
